On October 21, 2026, around a month after the City of Wichita Falls announced former City Manager Jeff Jenkins’ resignation, he was arrested on a warrant by the Wichita Falls Police Department (WFPD). Jenkins was charged with stalking, which is a third-degree felony.

Jenkins separated from the city with a near $200,000 separation package. Shortly after Jenkins left the city, Dark Roast Report obtained a copy of an internal investigation report. The report outlined instances between Jenkins and a “Jane Doe”. Ultimately, the report concluded that the relationship between Jane Doe and Jenkins became extremely personal and that Jane Doe became uncomfortable.

The investigation began after an adult female, who was referred to as “victim”, reported to officers that Jenkins had been repeatedly contacting her through various means. Detective Kylar McKinley Jenkins was taken without incident.

Dark Roast Report obtained Jenkins’ arrest affidavit, which provided more details. According to the document, the formal complaint was filed on Oct. 8. Additionally, the affidavit had numerous overlapping details with the internal city report.

Both reports reference a work trip to Las Vegas in which Jenkins had also scheduled a vacation at the same time where he tried to come over to her hotel room, relying on a co-worker to warn her when Jenkins would show up to her place of work so she could hide in the bathroom, and an instance when Jenkins had her wallet and questioned the validity of her address.

According to the affidavit, during the interview, the victim opened up Facebook Messenger to show the detective messages that had been exchanged between them. However, the report stated that messages were missing and replaced with “Jeff deleted a message”. Approximately 40 messages were deleted by Jenkins. It was also apparent Jenkins was messaging the victim more than she was reciprocating.

One of the focal points of the report was a recording the victim said she had. The recording was of a conversation between her and Jenkins regarding him reportedly giving her $500 cash for her birthday in an effort to make up for how he’d been acting.

“She had recording that she would like to give me, but was scared that people would blame her for Jeffery being fired. Your affiant's personal observation is that the victim was holding in so much information, trauma, and pain that Jeffery caused to her, but she also felt opposed that by coming out people would treat her differently for what Jeffery did to her. This is common and behavior frequently seen in cases like this,” the report stated.

In the recording transcription, Jenkins was reportedly heard saying statements such as: “If I had a choice in my mind, like one of those hidden relationships no one even knew about,” when the victim told Jenkins they were both very married, and, “I did maybe notice I kissed you on the cheek.”

Throughout the recording, Jenkins also stated multiple times that he wasn’t a stalker. Over a span of multiple days through the first half of October, the detective spoke with five separate witnesses who all shared similar perspectives of Jenkins’ actions toward the victim. Additionally, the detective requested access to Jenkins’ work cell phone and Microsoft account through the city.

In Jenkins’ old work cell, the detective found photos of the victim at events where they weren’t paying attention and photos of the victim and co-workers on the street taken from the city manager’s office in the Big Blue building. Texts were also found on the phone to the victim from times referenced throughout the report. In addition to the text messages, a few searches on Jenkin’s computer were referenced, to include:

“What’s my ip”
“highly sensitive person”
“feeling unhappy with life. I am thinking it could be my spouse not happy what to do”
“whats the best way to block a spouse from using credit cards”

One of the final pieces of information found, were letters that were left in Jenkins’ old work desk. According to the report, the letter that was legible, read in part:

”Enjoy being around you, felt more than friendship. If I’m wrong let me know. But though you felt it too. Know we are both married, respect for your situation. I’m not looking to complicate your life, but I’d be open to something, honest and respect for us, if open to it. No expectation.”

Concluding the affidavit, the detective writes that based off their results of the investigation, Jenkins’ harassed the victim for approximately one year and ultimately committed stalking. This report is what lead to the detective requesting an official warrant for arrest.

Both WFPD and the City of Wichita Falls released statements shortly after Jenkins’ arrest. While the releases didn’t reveal much, both say that the investigation is on-going and no further information is available at this time. The city stated in the press release as follows:

“The City takes its use of taxpayer dollars and its responsibility to the people of Wichita Falls seriously. As part of this commitment, we will review Mr. Jenkins’ Separation Agreement and pursue every appropriate legal remedy available.”
